On 25 August 2026, the government confirmed the first strategic partnership allocations from the Social and Affordable Homes Programme (SAHP): £9.58 billion, split across 33 organisations, to deliver more than 70,000 social and affordable homes across England outside London. Nearly two-thirds of those homes will be for social rent.

For the first time, three councils, Cambridge City Council, Eastleigh Borough Council and Newcastle City Council, were awarded strategic partnership status directly, a distinction until now reserved for housing associations and other registered providers. It’s confirmed in MHCLG’s own policy paper, and it’s a genuinely distinct fact worth knowing on its own terms, not just as a footnote to the funding total.

The table below sets out all 33 strategic partners named in this first allocation, the number of homes each is funded to deliver, and the grant awarded. Councils named as strategic partners for the first time are marked with an asterisk.
